Between 1998 and 2001 Igor Koktysh led the rock group "Milky Way". In 2000, first video of the group called "All the so tired" was shown by Belarusian television program "Akkolada". In such media as a "Musical Newspaper", "Intex", "Step", "Gazette of Lyahovichy" and others have been published interview. Their songs reflect the spiritual state of youth. They held concerts in the cities of Belarus, participated in festivals, including "Slavonic Bazaar".
On 12 August 2000 Igor Koktysh has organized a Youth humanitarian association named John Bosco in Baranovichi (YHA), which was part of the "Youth Humanitarian Association named John Bosco in the Republic of Belarus, under the leadership of priest Minsk paraph Igor Lashuk. The compound of the organization in Baranovichi, the theme of which was the phrase "We shall pull out young people from cellars!", comprised of more than 200 people.
In addition to his creative and social activity, Igor studied at the Belarusian Business Management Institute of Baranovichy's branch at the Faculty of Law.
The youth organization united citizens to the spiritual and moral education, social protection of young people and support youth initiatives. They organized various events and activities to promote healthy lifestyles, etc. They faced resistance from state structures. In first time militia officers had just forbidden to demonstrate Belarusian historical characters (white-red-white flags), to declaim patriotic slogans, etc. at concerts, presentations and other mass activities. Although it was difficult for Igor Koktysh, as a responsible person, to monitor the actions of many participants and spectators. Later they began just to ban under various pretexts Igor's activities. Video clip of the "Milky Way" was forbidden to appear on television. Following the decision to register the organization officially, where Igor Koktysh was elected as president, there were unsubstantiated denials from the organ of power.
In one day chief of Criminal Investigation Department, lieutenant colonel Savostyuk came to Koktysh's home and said that a group "Milky Way" and Igor personally already being monitored. And if he did not stop his social activities, they will find a way to arrest him. It was one of many threats, but in an open manner.
Koktysh not stopped his activities and in 2000 at an informal congress put forward the idea to create a youth organization in Belarus "Informal Youth Movement", which is independent structure, joining already huge number of people. This idea has been endorsed by leaders of various organizations of 15 regions of Belarus. Perhaps it is that Igor Koktysh managed to unite the number of young people by one idea, led to acts of internal organs, and to the formal process the case was not able to reach for the reasons described below.

| Chronology of the criminal case |
22.01.2001 - investigation team, which included previously threatened Lieutenant Savostyuk, forged the criminal case. Koktysh was brutally tortured: beaten, they stole vital medicines Astmovent, with 25-degree cold he was thrown into a cell naked, etc.
7.12.2001 - judicial panel of the Brest Regional Court has recognized Koktysh as innocent because involvement in the crime wasn't unproved.
1.02.2002 - the Supreme Court of the Republic of Belarus determined to leave a sentence of Brest Regional Court in legal power, after that Igor Koktysh traveled to Ukraine with aim to healing, a met with citizen of Ukraine Iryna Tyutyunnik, with which later married.
11.04.2002 - the General Public Prosecutor's Office of the Republic of Belarus has protested "in supervision", after which the conviction was quashed, and the case transferred to a new trial. Koktysh decided not to return because of mistrust Belarusian courts, the outcome of which in the this case decides to call a certain officials.
25.06.2007 - Igor was arrested by Ukrainian police officers. At the detention was used firearms and physical force, which injured Koktysh's kidneys.
27.06.2007 - Koktysh was arrested by the Resolution of the Balaklava District Court of Sevastopol for a period of 40 days to resolve the question of his extradition to the Republic of Belarus.
19.07.07 - senior prosecutor of international legal department management of the General Public Prosecutor's Office of Ukraine Nischenko B.N. asked Senior Assistant of the Public Prosecutor's Office of Sevastopol to take measures for detention of Igor Koktysha indefinitely.
03.08.2007 - the Resolution of Balaklava District Court of Sevastopol extended the Koktysh's arrest for an indefinite period to ensure his extradition to the Republic of Belarus. The term of arrest is not determined by the court.
10.10.2007 - the European Court of Human Rights prohibited Koktysh's extradition to the Republic of Belarus. This happened thanks to a lawyers Alexander Lesovoi and Arkady Buschenko.
